PROPOSED LAND EXCHANGE AND CONSTRUCTION OF A GEORGETOWN UNIVERSITY BOATHOUSE

The National Park Service (NPS) and Georgetown University (the University) are proposing to exchange interests in land that could establish a non-motorized boathouse along the shore of the Potomac River in the Georgetown section of Washington, DC.   The NPS and the University have long discussed the potential for public acquisition of a University-owned parcel located within the Chesapeake and Ohio Canal National Historic Park and the establishment of a boathouse for the University's growing crew team within the designated boathouse zone. In 1997, the NPS signed a Memorandum of Agreement (MOA) with the District of Columbia State Historic Preservation Officer (DC SHPO) that contained a provision that the boathouse proposed by the University would not have a footprint greater than 15,000 square feet. When the University subsequently proposed a larger boathouse, an amendment to the MOA was requested but was never implemented.  Since the University is considering additional sites and is revising its proposal to include a boathouse with a footprint no larger than 15,000 square feet, consistent with the MOA, NPS is reopening of the Section 106 consultation process under the National Historic Preservation Act.
The Section 106 process is being undertaken concurrent with the environmental review process mandated by the National Environmental Policy Act (NEPA). NPS has hosted an initial public scoping meeting in December 2007 to provide an opportunity for interested members of the public, agencies, and interest groups to learn about the project, ask questions, provide comments, and identify concerns they feel should be addressed during the review process.  Additional focus group meetings were undertaken in May 2008.  This June 6th meeting will be the first in a series of Section 106 meetings on the project.
